Because one psycho clown wasn't enough.
In essence: goofy, bumbling cop on the outside, raging nihilist with a madonna/whore complex on the inside. He's been in Gen once before, but doesn't remember any of the horrible things he did. How convenient! Well, he wont' do any more of them unless he gets bored.
Looking forward to plotting w/ villains to satisfy his apathy, and for good guys to irritate the piss out of him with their unwanted kindness.
