A criminal reformed?!?! ...NOPE not really.
As many of you are aware, Roman is enemies with 99% of Genessia. This is becoming a problem for him IC and OOC; his movements and interactions are seriously limited when he's wanted by 2 powerful telepaths, the entire Schnee Corp, the giant RWBY cast, most of the city's police forces, and anyone who even talks to him without reporting to the police is considered a criminal in Nova City. Thanks Ice Queen.
The most important things in Roman's life are survival, freedom, and Neo, in that order. He stuck with Cinder because he thought it would keep him and Neo alive. Itprobably didn't, and he's mad as hell. Right now he's lost a lot of freedom due to the sheer volume of people out to get him. He just got Neo back, but since she's his partner, all those restrictions apply to her too. If they get caught, they'll be imprisoned David Haller, a telepath who's on public record as supporting torture. So what's a crime lord to do?
Make a deal withthe devil Weiss and betray Cinder in exchange for having the charges lifted. I've discussed it with Tay and we hashed out the details of how to get them to make the deal instead of killing each other, but the end result is that Roman is basically safe from the wrath of Schnee Corp and the Nova City PD as long as he doesn't kill anyone. That's a big chunk of the people out to get him, so now he and Neo have more freedom, can get more diverse CR, and he gets back at Cinder! Everyone wins! Except Cinder but fuck Cinder, amirite?

Roman Torchwick is making a deal with Weiss. She and her personal army will drop charges against him and look the other way as long as he doesn't kill anyone or cause major trouble. In exchange, he'll help them with this plan to apprehend Cinder.
Does that mean he's not a villain anymore?
PFFFFT! As if. He's still the same criminal asshole. He'll be doing plenty of lower level crime like robberies, just less violent crime. I plan to have him open a pawn shop in Nova City so he has a semi-respectable front. This also makes him easier to find for other villains; he can't get personally involved in violent crime, but he's got no problem providing support and organization to other criminals for the right price.
You can think of him as the barely legal link between the criminal underbelly of Genessia and the rest of its citizens.
I have complaints about/ideas for Roman's new direction.

Well, she did kind of kidnap Petra even though she let her go? But then Reiner went and straight up murdered Armin and Levi dropped her name and what she is to all of Genessia. So that ought to be interesting.
