For legendary Pokemon that have multiple types that could appear in more than one city, since there's only one, how does that work? Example: Lugia is Psychic/Flying, so it could appear in Everglade (Psychic) or Genessia (Flying). Or is it like "Lugia COULD appear in either city until it's caught, then it's gone." Like Schrodinger's Lugia.
