1. Types are indeed exclusive! In the case of dual types, it's possible for certain Pokemon to be found in two cities. And the point of having some exclusively found in Somorrah is in fact to interact with villains more! Characters are encouraged to cooperate in order to find as many Pokemon as possible. But there are literally hundreds more to be found in every other city, so villains won't be getting any sort of competition advantage.
2. Anyone can get a starter. Pokemon from previous events won't want to participate in helping to capture other Pokemon, and will belligerently take naps if a trainer tries to cheat in this fashion. They also won't show up in the Genessia Dex.
3. Yes, searching for Pokemon for the whole day is just a mechanic. You can be flexible with your RP and reasons why they don't bounce from city to city if you need to.
4. Yes, Pokemon can be trained/leveled/evolved, there just won't be any rewards or points offered in exchange. And it doesn't matter how rare the PokeBall is, it's one level per ball no matter what.
