The Colosseum is not a government-run operation and therefore is not under the purview of any part of the city's government, including the Guardian's office with the exception of if they are involved in illegal activities. (They are not.) Dante nor any member of the Guardian's office has oversight over the Colosseum, nor the ability to legalize gambling as it has nothing to do with protecting the people. That falls under the mayor's job description. If anything, as would have been pointed out by citizens in a town hall meeting had the moderators been asked before you posted, the NPC citizens would've objected to the legalization of addictive and degenerate behavior that would negatively reflect on the small, peaceful town image that Attleton would like to project and cause further degenerate behavior by causing an increase in gambling debts and therefore an increase in crime to pay them.
