Anything that isn't listed as being an event grid Pokemon is fine as long as it's the lowest level available in the evolution.

I recommend using Serebii to look for Pokemon, as it has all parts of the evolutionary line listed in each entry (as well as attacks for the pokemon, and so on.) The entry linked is for Delcatty so you can see an example, and you can see "Skitty" would be the Pokemon you would want if you wanted to aim to get a Delcatty. I hope this helps!
