I do have a few concerns with this idea, though I do think that you are right that it would be interesting from time to time.
1. With keeping subarchways open when there is not a character from the series present, it would be incredibly difficult for moderators to keep track of the locations of every single character hanging out and/or using in subarchways. There are a lot of characters in the game and it's hard to keep track of all of their individual activities.
2. The biggest problem with keeping the subarchways open for another character when someone from the canon is absent from the game is that if someone wanted to join with a character from the series and they do not want to have to deal with a plot in which they have to reclaim their homeland from some strangers or other similar concepts, it could be a deterrent from new characters joining us. If it's a plot brought up during their time at the game, that's great, more power to everyone involved and have fun. Forcing players to take on plots without their prior consent, knowledge, and interest upon arrival could present problems for new players and we want Genessia to be a place for anyone to be able to join and have fun!
Thank you for your input though, and I hope that this isn't too much of a deterrent for you!
